You can file a Request for Collection Due Process Hearing withing 30 days of filing of the lien and will be considered by IRS appeals. If you disagree with its findings, you can go to Tax Court. If you file a request more than 30 days after filing but within one year, IRS appeals will give you an "equivalency hearing". In those cases, the appeals determination is final.

Yes, you can appeal an IRS Tax Lien, or a partial discharge at the very least. The law contains a useful tool for overriding Tax Liens. It's known as the "Lien Withdrawal" .. find out if you qualify for it.

credit reports are notoriously slow for updating and even when you get the fraudulent lien(?) removed the report will probably show it for years

You would have had plenty of chances to address this with the IRS prior to having a lien filed. Why didn't you clear it up before? Try requesting a collection due process hearing.
