A certified notary public. Call your bank - most banks have at least one if not more notary publics and they will perform their duties for free for regular customers.

Only a notary can act as a notary. You'll usually find them at a bank, insurance company, real estate office etc. I'm one because I'm always needing one...but now I don't.
