Lets say, I have $10.00 on my paypal balance. I won something on eBay for $20.00? Is it possible to still go throught the purchasing process? Will negative credit be shown? What happens while in negative credit and can it give you bad reputations or credit?

They will take the other 10 dollars out of your bank account linked to your paypal account

paypal is not a finance company.
its just a medium for transfering funds.

Paypal is just a payment gateway. Any trasaction to and out from your Payapl account is strictly in accordance to the terms and conditions. One of the condition is your Paypal account must have a valid credit or charge card attached to it.
When you account has a balance of $10.00, you still can make a purchase of $20. What Paypal does is it will debit your balance of $10.00 from your account PLUS debit $10.00 from your credit or charge card. After that, your account balance will show ZERO.
On ther other hand, if your credit or charge card is not linked to your Paypal account, your transaction will failed due to lack of fund.

If you have a back-up funding source such as your bank account it will draw the remaining money from that.
